It is a WHTI-compliant ID that can be used at both land and sea ports of entry to establish US citizenship, in addition to driving privileges. EDLs are only offered to those with an active driver's license and a passport or naturalization certificate that proves their US citizenship.

How do I apply for a driver's license?

A driver's license is a document that permits you to drive motor vehicles in New York State. It is a privilege that comes with many limitations that drivers must adhere to ensure safety behind the driving wheel. You must pass a written exam using the information in the New York Driver's Manual before you can get your license. The DMV examiner will typically ask you questions regarding road safety and road rules. You'll also have to pass an eye test. This is the same type of test that you have likely taken in school - covering your eyes and reading random letters for a short period of time. You must have 20/40 or better vision with or without spectacles.

What are the requirements for getting the driver's license?

In order to obtain a New York driver's permit, you must meet the eligibility criteria and learn about traffic laws. You'll also need to practice under supervision. The process also includes passing the written and road test. You may also be required to take a driver's training course, depending on your age. This is available at many colleges, high schools and some pre-licensing classes offered by organizations like the American Automobile Association.

You will also be required to provide six pieces of proof that establish your identity and date of birth. The DMV provides an online tool that will assist you in determining which documents are acceptable.

Anyone who does not have an American passport must apply in person to their local DMV office in order for them to provide evidence of legal status and additional documentation. They will also be subjected to additional testing and restrictions on their ability to drive.
